Why is there a "+" sign on a tree item when it cannot be expanded ?

When an item is browsed to in the tree view it is not yet known if there are any items below it. This is why there is always a "+" symbol. The software may be changed in future so that the "+" will disappear when clicked on if there are no items below it.
